Amendments to the Finance Bill designed to change or further delay implementation of IR35 off-payroll rules in the private sector were finally defeated yesterday in Parliament. This means that all but small employers will be ultimately responsible for the tax status of contract workers. For recruitment agencies it means either squeezed margins (in the case of blanket determinations) or an administrative headache where proper implementation of Status Determinations are followed.
